Growing County, Growing Responsibility

The State of Delaware has recognized Sussex County's rapid population growth and invested significantly in expanding our libraries to meet increasing demand. Those investments reflect the reality that libraries have become essential community infrastructure, providing education, workforce development, technology access, children's programming, and many other vital services.

 

Since the library tax rate was established in 2008, the combined square footage of Sussex County's eleven independent libraries has more than doubled—from 92,762 square feet to 193,454 square feet in 2026. This expansion was not discretionary. It resulted from a statewide needs assessment conducted by the Delaware Division of Libraries, combined with sustained population growth and rising demand for library services.

 

Since 2008, Sussex County's population has increased by approximately 50%, from 188,597 residents to an estimated 283,000 in 2026. About 82% of those residents live in unincorporated areas where County government is responsible for providing many essential public services.

 

Growth brings responsibility. As the County has approved development that added tens of thousands of residents, it must also invest in the public services those residents depend on. Libraries are not optional amenities—they are essential public infrastructure. The State has invested in expanding library facilities. Now Sussex County should provide the operating funds needed for staff, maintain, and operate those buildings so they can deliver the services our growing population requires.

 

Our libraries have kept pace with Sussex County's growth. It's time for the County's financial commitment to do the same by approving a modest increase in the Sussex County Library Tax.
